using a new account and getting banned for simply setting my VPN to Hong Kong doesn't make me a bad person, so I don't really care if I'm breaking the rules by creating a new one.

That sucks man, I hope your account gets unbanned But i think the reason why is because for people that may have been IP banned or smth, they should def fix it
