Provide API for making outgoing TCP connections on server side

This would allow game developers to, for example, make HTTP requests to Rest APIs for querying external data that is not stored with BP.
Rather than limiting it to HTTP, though, maybe give developers the freedom to open TCP connections as well. This way it is not limited to the HTTP protocol but maybe even WebSockets could be possible for real time data.
Let me know if there are any issues with this proposal

Actually the title for this post should say UDP/TCP connections, not just TCP.
