I'll stay humble on this one, I highly believe the reason there's a cooldown from creating clothes is to prevent any users attempting to spam them, and the developers must review each creation's status whether or not will be accepted to be on the Shop. Sure that we want to show the amount of creativity to display how much originality it holds, we got that independent idea because thanks to our freewill, we can express and share others with your creation's imaginations and there might be other reasons for this but that's all I can answer.
