The cooldown isnt a bug but a preventative for spamming.
The cooldown isn't working correctly. We weren't spamming, we were just having regular conversations when the cooldown stopped us from posting and replying for a good ~10 minutes

it isnt spam prevention we were all talking and then for at least 50 hours it says you can post anymore

To add, this has been happening since the site released back in November
Its still interesting that the forums exploded that quickly.
